Directing the procurement process for the IDF, including but not limited to guiding all MoD Missions around the world, approving budgets, overseeing all bid solicitations and administrating multi-year development for major defense equipment, managing a large staff of buyers, managers and administrative personnel.

Logistics officer in an Armor Regiment honorably discharged as a Captain after 3.5 years, 1971 to 1974.

The Mission

 

            The Israeli Mission of Defense in Brussels was established in July 2002 as the Israeli Ministry of Defense’s representation to the European Union, NATO, Belgium and Luxembourg. Our work consists of promoting Israel’s relations with the two organizations and to establish and get Israel involved in programs of cooperation with all four entities. Israel, the European Union and NATO cover relevant areas of cooperation, related mainly to defense and security issues, either multilaterally, in the form of the NATO Mediterranean Dialogue for example, or bilaterally from nation to organization.

                   

            The NATO Mediterranean Dialogue is one policy area in which we are investing a lot of effort, and so far our work has proven quite fruitful.

            The Mediterranean Dialogue has two distinct tracks, a bilateral and a multilateral one. Although independent, they also complete each other in certain aspects. We attach great importance to the further development of the multilateral track, which promotes common, peace-assisting frameworks that are at the basis of overall dialogue activity. The MD Military Work Program is part of this track and it provides all Dialogue countries with the possibility to participate in or to host military exercises, workshops and conferences which lead in turn to close cooperation, to increased security and stability, and which allow for the exchange of expertise in critical military areas. Despite the difficulties emanating from the situation in the Middle East, we believe in the importance of upgrading the multilateral dialogue in its 19+7 (and soon 26+7) framework. It is essential to protect this dialogue from the effects of the regional crisis.

 

The Mediterranean Dialogue is a unique combination of political, defense and military elements. Its unique nature enhances the importance attached to the dialogue by its participants. In order to achieve the Dialogue’s goals, more activities should be carried out in the region with the participation of all Med. partners. Israel is willing to share its own experience in order to promote regional issues in the Dialogue’s framework. We suggest examining civil emergency and protection, which can form a basis for cooperation. One example of regional cooperation could be common action facing major disasters: search and rescue, medical treatment, evacuation, reconstruction etc. Border security and de-mining could be other examples. Israel is prepared to actively participate as well as host exercises and workshops to train for emergency situations. Israel welcomes the strengthening of the Dialogue for the benefit of all partners.

 

Our work with the European Union consists mainly of gathering information on the development of the EU’s military capabilities and bringing together EU staff and Israeli experts for closer cooperation. We follow up on the ECAP (European Capabilities Action Plan) and try to define areas in which the Israeli defense industry has a suitable solution and might be able to bring added value to a specific program. Other areas of interest to us are the Control of Arms Export, the Code of Conduct, external border security and R&D in defense and security. We are also researching certain areas of EU policy that might be of interest to Israel, presently or in the future, such as the impact of the Convention of the EU on defense as seen by the Commission and Parliament and the establishment of the EAA (European Arms Agency).

 

As representatives of the Ministry of Defense, we are also the local representatives of SIBAT, the Israeli Foreign Defense Assistance and Defense Export Department. Our mission is to identify defense programs In Belgium, Luxemburg, he EU and NATO to which the Israeli defense industry holds a comparative advantage and might be able to add important value. We assist them in offering and exporting their capabilities to a number of European countries (mainly as part of multilateral programs), in establishing joint ventures, promoting Israeli export to Europe and in increasing overall productivity.
